Has the tenant moved out without cleaning properly?
The tenant is obligated to return the residence in the condition the parties have agreed to. If nothing else is agreed upon, the tenant must return the residence tidied, cleaned and in the same condition as it was when the residence was made available.
The Tenancy Act section 10-2 (Norwegian)Upon moving out the residence should be so clean that the next tenant could move right in, without any additional cleaning. This means that the tenant must clean drawers, closets, the shower and kitchen fan.
Even if the residence was inadequately cleaned upon moving in, the tenant is still obligated to clean. If the tenant when moving in was unhappy with the cleaning, he should have notified the landlord about this within reasonable time after moving in.
If the tenant has moved out and returned the keys to the landlord, he does not have the right to return to clean, unless the landlord's permits him.
The landlord can claim compensation for expenses due to cleaning when the tenant has not cleaned properly.
